The HHS business unit support work across the HHS Operating Divisions, including CMS, ACF, NIH, CDC, and more. Our team supports Federal Health in building and improving digital services and delivering on strong client-facing programmatic initiatives.

Primary Responsibilities:

In this role, you will serve as an experienced individual contributor within a team, with the expectation that you will further develop your leadership, guidance and mentoring skills. With minimal oversight from leadership, you will be responsible for managing general financial functions, developing and analyzing financial statements, and ensuring adherence to processes and policies. A Senior Financial Analyst impacts long-term goals by providing strategic recommendations in support of operational efficiencies and growth. You may serve as the primary lead when working with stakeholders and utilize strong influential skills to drive consensus and assignments to closure. Primary expectations of a Senior Financial Analyst include:

  • Presents information to Leadership to communicate financial health
  • Serves as a confidant to leadership team members, providing financial guidance in support of business decisions
  • Serves as a subject matter expert, with direct oversight of organizational financial processes and Government contracting financial processes and procedures
  • Leads and performs research and studies subjects such as rates of return, depreciation, working capital, investments, and financial and expense comparisons
  • Performs analysis of budgets and schedules needed to meet contractual requirements
  • Prepares reports of findings and recommendations and presents to management
  • Develops, maintains, and establishes operational specifications for financial information systems
  • Provides analysis on forecasts and monitors business performance
  • Recognized as an financial authority, with the ability to approve financial reports and documentation, at the discretion of leadership
  • Thorough understanding of organizational and program financial requirements, with the ability to partner with leadership to address the ability to meet financial obligations
  • May serve as a mentor for Financial Analysts; responsible for providing guidance associated with daily tasking and finance principles and concepts
  • Supports the management of team processes and organizational efficiencies
  • Initial development of people management skills; developing mentoring and coaching skills

Basic Qualifications:

  • Master's Degree in Accounting/Finance/ Business field and 5+ years of experience
    • Relevant years of experience may be substituted for education
  • Proficient with software such as Microsoft Excel to devise graphs and presentations is required
  • Experience in Federal budget formulation, planning, programming, budgeting and execution (PPBE)
  • Demonstrated creativity, foresight, and mature judgment in anticipating and solving problems in financial, administrative and program management
  • Experience in tracking technical and financial milestones
  • Requires knowledge/competence in web-based research as well as analysis using modern PC computer techniques, systems, and tools
  • At least 3 years of experience associated with government contracting rules and regulations
  • Experienced in the application of financial principles and processes to organizational financial operations
  • Experienced with financial reporting tools, inclusive of Unanet, Deltek or other solutions and provides recommendations for improvements
  • Experienced with Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS) and contract types, including Firm Fixed Price, Cost Plus, IDIQ and Time and Materials (T&M), and in depth knowledge of the customer base

Preferred Qualifications:

  • Prior experience with government agencies such as DARPA, ARPA-H, ARPA-E, NIH, HHS

Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
