Job Description
Summary

The South Eastern New York (SENY) Transmission Engineer (STE) will have the responsibility and accountability for providing engineering oversight for the Transmission assets in the SENY region and to insure maintenance activities are conducted as/per NYPA standard practices in turn supporting reliable operation. The STE will assess emerging work and coordinate activities with Engineering and Project Management on an as required basis. The STE will be responsible for developing long term maintenance contracts, overseeing work and procedures and performing audits at all the sites.

The STE will provide engineering expertise to support operations, maintenance,and capital improvements on NYPA/SENY transmission facilities. Major practice areas include: engineering analysis and design, transmission engineering, electrical and system protection engineering, geotechnical engineering, and general civil engineering. Understand, communicate, execute tasks (e.g. provide input, review, coordinate, etc.), and/or implement specific elements of the New York Power Authority's (NYPA's) NERC Reliability Standards Compliance program as defined in Business Unit Policies and Procedures established to support Corporate Policies CP 10-4 and CP 2-9.

The SENY assets under the responsibility of the STE include, but are not limited to, all components of Y-49 including equipment at Sprainbrook, North and South transition station, HPFF cables and SCFF submarine cable and East Garden City, NYPA owned substations from the Low side of the GSU at the 500 plant and Flynn, Astoria II Annex GIS substation, Q 35 L&M and PURS plants, spare equipment for Y-49 located on Shore Rd and at Shoreham.

Responsibilities
  • Utilizes experience, develops and reviews calculations and designs to ensure compliance with applicable codes and accepted design practice.
  • Applies a knowledge of principles and practices in the area of specialization and in related areas of practice.
  • Conducts the design, inspection, planning, analysis, preparation of detailed construction drawings, specifications, and technical reports.
  • Responsible for completion of tasks on schedule, and that work is planned, executed and checked in a cost-effective manner.
  • Leads multidisciplinary engineering teams to complete projects of moderate complexity.
  • Develops drawings, details and calculations of highest technical quality to facilitate the successful construction and implementation of projects.
  • Reviews tasks undertaken by others in the group such that each design receives a complete check of design assumptions, calculations, criteria, load cases, code review and compliance with design standards. Prepares scopes of work and requests for proposals for outside consultants. Directs and reviews work of consultants.
  • Evaluates and recommends selection of vendors, consultants and contractors through the appropriate contract administration procedures as needed.
  • Mentors and provides guidance to junior engineers.
Knowledge, Skills and Abilities
  • Advanced oral and written communication skills.
  • Ability to coordinate project deliverables with needs of internal clients, internal and outside stakeholders, and regulatory agencies.
  • Ability to manage and coordinate the work of consultants and other technical experts.
  • Understanding of how NYPA interacts with outside organizations, agencies and contractors.
  • Demonstrated ability to lead multi-discipline engineering projects.
  • Knowledge of NYPA's policies and practices as well as industry-wide policies and practices.
  • Understanding of various current laws and regulations and how they affect or can be applied to NYPA.
  • Ability to complete a multi-aspect or multi-phase project.
  • Ability to conceptualize problems, develop and layout construction plans, sections and details for original designs, repairs, retrofits and modifications to structures.
  • Ability to handle all but the most complex engineering tasks independently.
  • Ability to act as a role model and provide technical guidance to junior engineers.
Education, Experience and Certifications
  • Bachelor's degree in Electrical, Mechanical or related Engineering field.
  • Master's degree preferred.
  • Professional Engineer License, New York State.
  • Minimum 10years of experience in engineering and design, preferably in utility/transmission industry.
Physical Requirements
  • The work will require the ability to clime ladders, inspecting equipment at heights approximately 30 feet above grade level, may require confined space accessibility, minimal lifting.
  • Approximately 25% travel within the assigned region
  • Ability to walk and drive on uneven and rough terrain for prolonged periods of time on a regular basis.
  • Ability to work outdoors in varying degrees of weather, on various terrain, in various settings (i.e. wooded areas, etc.).

The target salary range for this position is: $122,900 - $168,990.The salary offered will be determined based on the successful candidates' relevant experience, knowledge, skills, and abilities.
